Over the past 30 years, Michael Codron has worked for public agencies in the areas of land use planning, housing, public administration, economic development and organizational leadership. He started EM|BC in 2024 to further support public agencies and private firms in the areas of strategic planning and organizational development. EM|BC also offers guidance and coaching to those interested in career advancement.

Current Projects
Morro Bay City Council Goals
In 2025, EMBC facilitated the Council Goal Setting Process for the City of Morro Bay. The project included detailed analysis of community satisfaction survey results, facilitation of a community forum with live polling, and ultimately facilitating the City Council’s goal setting workshop to arrive at a new set of goals.

Margarita Area
EMBC is working with Covelop to obtain entitlements for a proposed neighborhood in the Margarita Area. The project is designed to deliver missing middle housing - including duplex units, attached condominiums, accessory dwelling units and other unit types - in a new neighborhood with full amenities including bike path connectivity and a park.

Upper Monterey Area
EMBC performed public outreach and engagement for the City of San Luis Obispo to gain community feedback about the Upper Monterey Area. The work included recommendations for policy updates and a scope of work for a future area plan.
